UPDF Retirement: Honouring Service as the Army Renews Its Ranks

KAMPALA, Uganda — The Uganda Peoples’ Defence Forces is preparing for another major transition as a group of senior officers, including Gen. Edward Katumba Wamala, leave active military service in 2026 after decades in uniform.

The retirement of the officers marks another stage in the UPDF’s effort to renew its leadership while recognising personnel who have served the country in military operations, command, administration and regional peacekeeping missions.

The 2026 retirement cohort includes 20 general officers, comprising one general, two lieutenant generals, four major generals and 13 brigadier generals. The officers have been undergoing documentation and sensitisation as part of preparations for their formal retirement.

Katumba is among the most prominent officers in the cohort. Born on Nov. 19, 1956, in Bweeza, Kalangala District, he joined the armed forces around 1979 or 1980 during the post Idi Amin period. He initially served in the Uganda National Liberation Army before joining the National Resistance Army after 1986.

His military career spans more than four decades and included several senior positions. He commanded Ugandan forces during operations in the Democratic Republic of Congo, served as Inspector General of Police from 2001 to 2005 and later became Commander of the Land Forces. From 2013 to 2017, he served as Chief of Defence Forces.

After his military career moved into senior government service, Katumba served as Minister of State for Works, Minister of Works and Transport and later Minister of Public Service.

He is expected to retire after about 46 years of service, bringing to a close one of the longest careers among Uganda’s senior military officers.

Also retiring is Lt. Gen. Charles Awany Otema, the commander of the UPDF Reserve Force. His career has included senior command responsibilities within the army and involvement in the force’s reserve structures.

Lt. Gen. Charles Angina, a former Deputy Chief of Defence Forces, is also among the officers leaving active service. Angina has held several senior military and diplomatic responsibilities during his career, including roles connected to the UPDF’s regional and international engagements.

The cohort also includes Maj. Gen. Leopold Eric Kyanda, a senior officer whose career has covered presidential security, military intelligence, personnel administration and command.

Kyanda rose through the ranks after joining the UPDF in the early 1990s. He served with the Presidential Guard Brigade, later becoming its commander, before taking up senior positions including head of the Chieftaincy of Military Intelligence. He also served as Uganda’s military attaché in Washington, DC, Chief of Personnel and Administration, Chief of Staff of the Land Forces and Joint Chief of Staff.

Other senior officers listed for retirement include Maj. Gen. Abel Kandiho, Maj. Gen. Godfrey Katsigazi Tumusiime, Maj. Gen. Henry Ndarubweine Masiko and Maj. Gen. Apolo Kasiita Gowa.

The group also includes 13 brigadier generals who have served in different operational, training, administrative and specialised roles across the UPDF.

Their retirement is being handled through a structured process that includes documentation, sensitisation and preparation for life after active military service. The process covers matters such as pensions, gratuity, financial management and the transition to civilian life.

The UPDF has encouraged retiring officers to use the discipline, experience and skills acquired during their military careers to contribute to their families and communities.

The retirement of the 2026 cohort comes as the UPDF continues to recruit and promote younger personnel, creating room for a new generation of officers to take up senior responsibilities.

For the retiring generals and brigadiers, the end of active service marks the conclusion of decades spent in uniform. For the UPDF, it represents both recognition of past service and an opportunity to prepare its leadership for the future.
