The newly appointed cabinet ministers of Tooro Kingdom have officially taken their oaths in a ceremony held at the Karuziika Palace in Fort Portal City. The ceremony, presided over by King Oyo Nyimba Kabamba Iguru Rukidi IV, marked the beginning of a new leadership team under the recently appointed Prime Minister, Rt. Hon. Calvin Armstrong Rwomiire Akiiki.
Rwomiire was appointed as the kingdom’s Prime Minister on February 14, 2025, replacing Steven Kiyingi, who had served since 2022. Before his appointment, he held the position of Deputy Prime Minister in charge of Investment and Planning. His leadership comes at a time when Tooro Kingdom is preparing for King Oyo’s 30th coronation anniversary, a significant milestone expected to attract both local and international dignitaries.
Tooro Kingdom, one of Uganda’s five recognized cultural institutions, operates under a monarchical system with King Oyo as its supreme leader. The kingdom’s administration is structured with the Prime Minister at the helm, overseeing the cabinet, which is responsible for managing various sectors, including culture, education, health, and tourism. The kingdom also has a council of elders and clan leaders who play a role in cultural preservation and governance.
During the swearing-in ceremony, King Oyo congratulated the newly sworn-in cabinet and emphasized the need for them to focus on implementing the 25-Year Development Agenda, a long-term vision he launched to guide the kingdom’s growth and modernization. “I extend my congratulations to the newly sworn-in Tooro Kingdom Cabinet, led by Prime Minister. As they embark on this important journey, I encourage them to keep their focus on implementing the 25-Year Development Agenda, a vision I launched a few years ago,” the King stated.
The 25-Year Development Agenda aims to transform Tooro Kingdom into a self-sustaining, economically vibrant region by focusing on key areas such as education, health, tourism, agriculture, and infrastructure development. It prioritizes youth empowerment through vocational training programs, improved healthcare services to enhance the well-being of the people, and the promotion of tourism as a major economic driver. Additionally, the kingdom seeks to harness modern technology in agriculture to increase food security and household incomes while preserving its rich cultural heritage.
During his address, Prime Minister Rwomiire emphasized the importance of collaboration among the ministers to ensure the kingdom’s goals are met. He urged them to remain committed to King Oyo’s vision and to work closely with local and international partners to drive sustainable development across Tooro.
