FORT PORTAL, Uganda — His Majesty Edward Rukidi Nyabogo I has appointed a new cabinet, introducing several new ministries and separating portfolios that were previously combined under Prime Minister Rt. Hon. Calvin Armstrong Rwomiire Akiiki.
The new cabinet creates separate portfolios for Youth Affairs, ICT, Security and Palace Affairs, Gender, Foreign Affairs, and Diaspora Affairs and Resource Mobilisation.
Several ministries have been restructured and among the most notable changes is the separation of youth affairs from education and sports.
The 2025 cabinet had a Ministry of Education, Youth and Sports, headed by one minister with separate deputies responsible for youth, sports and education. The October 2026 structure instead establishes a Ministry of Education and Sports and gives Youth Affairs its own ministry.
Hon. Lucia Alinda Amooti has been appointed Minister of Education and Sports, while Hon. Nicholas Mugume Amooti takes charge of the new Ministry of Youth Affairs.
The kingdom has also introduced a Ministry of ICT, headed by the Makerere Lecturer Hon. Dr. Drake Mirembe Apuuli (PhD), with Hon. Kasifa Kahunde Adyeri as deputy.
Another new portfolio is the Ministry of Security and Palace Affairs, headed by Hon. Samuel Nyabongo Kimoome Akiiki.
Gender has also been separated into its own ministry, with Hon. Victoria Rusoke appointed minister.
The new cabinet also includes a Ministry of Foreign Affairs, headed by Hon. Evelyn Bright Adyeri. The portfolio was previously handled at deputy prime minister level under the 2025 cabinet, which had a Deputy Prime Minister responsible for Foreign Affairs and Inter Kingdom Relations.
A Ministry of Diaspora Affairs and Resource Mobilisation has also been listed, although the appointment for the portfolio is not yet made.
The kingdom has further created the position of Kingdom Spokesperson, with Hon. Vincent Mugume Araali appointed to the role.
Some existing ministries have also been renamed or reorganized.
The former Ministry of Finance, Resource Mobilisation and Administration, headed by Hon. Stephen Kasangaki Apuuli in 2025, is now listed simply as the Ministry of Finance, with Kasangaki retaining the ministerial position.
The Ministry of Local Government, Culture and Clan Mobilisation has also been reorganized as the Ministry of Culture and Local Government.
Rt. Hon. Elasto Kasoro Akiiki, who previously headed the combined local government, culture and clan mobilisation ministry, is now listed as Minister of Culture and Local Government while also serving as Deputy Prime Minister.
The new structure retains several other key ministries, including Health, Tourism, Agriculture, Lands and Housing, Information and the Attorney General’s office.
Hon. Dr. Richard Mugahi Adyeri has been appointed Minister of Health, while Hon. Herman Olimi Adyeri takes charge of Tourism. Hon. Dr. Patience Rwamigisa Araali has been appointed Minister of Agriculture.
Hon. Vincent Agaba Araali retains the Lands and Housing portfolio, while Hon. John Musinguzi Atwooki becomes Minister of Information.
Owek. Richard Rwabwogo Apuuli has been appointed Attorney General, with Hon. Herbert Kwikiriza Apuuli as deputy.
The deputy prime minister structure has also been reduced from three positions in the 2025 cabinet to two in the October 2026 appointments. The new document names Rt. Hon. Elasto Kasoro Akiiki and Rt. Hon. Dr. Byeza Abwooli as Deputy Prime Ministers, with Dr. Byeza also serving as Health Adviser.
The new cabinet is therefore not simply a replacement of ministers. It represents a broader restructuring of Tooro Kingdom’s administrative portfolios, with several responsibilities that were previously combined now operating as separate ministries.
Prime Minister Rwomiire remains at the head of the cabinet, having been appointed to the position in February 2025 after serving as Deputy Prime Minister. His appointment replaced Steven Kiyingi.
