Buganda Kingdom Adopts Record Shs 409.3 Billion Budget, Targets Socio Economic Transformation

MENGO, Uganda — The Buganda Kingdom has approved a record Shs 409.315 billion budget for the 2026/27 financial year, signaling its most ambitious investment yet in agriculture, youth empowerment, healthcare, education, tourism and digital transformation.

The budget was unanimously passed by the Buganda Lukiiko during its sitting at Bulange in Mengo on Monday, July 6, 2026. The session was presided over by Lukiiko Speaker Patrick Luwaga Mugumbule and Deputy Speaker Ahamed Lwasa after the estimates were presented by the Kingdom Treasurer and Second Deputy Katikkiro, Owek. Carrying the theme, “Raising Standards: Enhancing Quality and Professionalism in the Effort to Restore Buganda to Greater Heights,” the budget represents an increase of approximately 34 percent from the Shs 305.5 billion approved for the 2025/26 financial year, making it the largest budget in the kingdom’s history.

The sitting attracted a cross section of leaders from both the cultural and political spheres, including Katikkiro Charles Peter Mayiga, kingdom ministers, county chiefs, Members of Parliament, Leader of the Opposition Joel Ssenyonyi, religious leaders led by Kampala Archbishop Paul Ssemogerere and Supreme Mufti Muhammad Galabuzi, as well as representatives from the central government.

Besides approving the financial estimates, the Lukiiko also passed resolutions calling for stronger protection of human rights.

Agriculture, Technology and Youth at the Center

Presenting the budget, Nsibirwa described it as a strategic roadmap aimed at improving livelihoods while strengthening the kingdom’s institutions through transparency, accountability and technology driven service delivery.

He said the kingdom’s development agenda will revolve around five priority sectors: agriculture, healthcare, tourism, education and decent housing.

A significant portion of the funding has been allocated to programs targeting young people, recognizing Uganda’s youthful population as a key driver of economic transformation.

Among the flagship initiatives is the expansion of the Buganda Digital Hub, implemented through the Buganda Professional and Skills Bureau. The program seeks to equip thousands of young people with practical digital skills in areas including artificial intelligence, blockchain technology, software development and entrepreneurship, while supporting startup businesses in urban and peri urban communities.

The kingdom also intends to strengthen vocational education through the Nnamulanda Programme, which offers technical training for artisans and skilled workers to improve employment and self reliance.

Renewed Focus on Agriculture

Agriculture remains the kingdom’s largest investment priority.

The budget allocates resources to expand the popular Emmwanyi Terimba campaign, which promotes coffee growing through distribution of seedlings, farmer training and improved farming techniques.

Support will also be extended to banana cultivation and other commercial crops across Buganda, particularly in districts such as Masaka and Mityana, with emphasis on value addition and commercialization to improve household incomes.

Kingdom officials believe increasing agricultural productivity remains one of the fastest ways to reduce poverty and stimulate rural economic growth.

Healthcare Services Closer to Communities

To improve access to quality healthcare, Buganda plans to establish specialized outpatient health centers in six counties of Ssingo, Buddu, Kyaggwe, Busiro, Bulemeezi and Kyaddondo.

The facilities are expected to reduce pressure on referral hospitals in Kampala while bringing specialized services closer to communities.

Healthcare has increasingly become one of the kingdom’s major investment areas in recent years through partnerships with government and development organizations.

Environmental Conservation Linked to Employment

The budget also expands the Kacupa Nazo Ssente initiative, which encourages young people to collect and recycle plastic waste around Lake Victoria.

The program combines environmental conservation with income generation by creating small scale business opportunities in waste collection and recycling.

Officials say the initiative contributes to cleaner communities while addressing youth unemployment.

Digital Transformation and Industrial Development

Another major component of the budget is continued investment in digital infrastructure.

The kingdom is advancing the Nvubo Project, an integrated electronic payment platform designed to improve financial transactions, accountability and service delivery across kingdom institutions.

Construction plans are also progressing for an industrial park and an agricultural training institute at Jeza, projects expected to promote industrialization, skills development and value addition.

According to Nsibirwa, technology will remain central to improving efficiency, transparency and financial management throughout the kingdom.

Revenue Sources and Financial Challenges

Unlike government, Buganda Kingdom has no constitutional authority to levy taxes.

Its revenue is generated through commercial investments, land assets, donations, partnerships and financial support from the central government.

Kingdom officials revealed that more than Shs 200 billion remains outstanding from the central government, while only about Shs 38 billion was received during the previous financial year.

The kingdom is also pursuing recovery of more than Shs 160 billion in unpaid land rent and other arrears owed by government.

Officials noted that delays in releasing these funds continue to affect implementation of some development projects, making diversification of internally generated revenue increasingly important.

A Decade of Remarkable Growth

The latest budget reflects sustained financial expansion over the past decade.

In the 2012/13 financial year, Buganda operated on a budget of only Shs 38.8 billion. The current allocation of Shs 409.315 billion is nearly ten times larger.

The kingdom also reported exceeding its revenue target during the previous financial year after collecting approximately Shs 264 billion against a projected Shs 257 billion.

Katikkiro Charles Peter Mayiga has consistently attributed this growth to disciplined financial management, institutional reforms and commercialization of kingdom assets.

Mayiga Warns on Rising Insecurity

While welcoming the approval of the record budget, Mayiga cautioned that growing insecurity, particularly kidnappings and violent crime, could undermine economic progress.

He warned that insecurity discourages investment, affects business confidence and threatens livelihoods, urging security agencies to strengthen enforcement of the rule of law.

The Katikkiro emphasized that sustainable development requires both sound financial planning and a secure environment that attracts investors and supports enterprise.

Implementation Will Determine Success

Although the record budget demonstrates Buganda’s growing financial capacity and development ambitions, analysts note that its ultimate success will depend on effective implementation.

If successfully executed, investments in agriculture, healthcare, digital innovation, vocational training and environmental conservation are expected to create jobs, improve service delivery and strengthen household incomes across the kingdom.

The budget also reinforces Buganda’s evolving role beyond cultural preservation, positioning the institution as a significant contributor to Uganda’s socio economic development through strategic investment, accountable governance and community centered programs.

With unanimous backing from the Lukiiko and broad support from political, religious and community leaders, the kingdom now turns its attention from budget approval to implementation, where the real measure of success will be reflected in improved livelihoods and sustainable economic growth across Buganda.
