MBARARA, Uganda — The Inspectorate of Government has arrested Ntare School headteacher Saul Rwampororo, his predecessor Jimmy Turyagyenda and former school typist Peace Kebirungi over an alleged financial loss of Shs110.9 million to the government.
The three were arrested at the Inspectorate’s Mbarara office before being transferred to Kampala. They are expected to appear before the Anti Corruption Court within 48 hours, according to information released by the Inspectorate.
The Inspectorate alleges that Kebirungi obtained study leave with pay in October 2015 after presenting a false university admission letter. She allegedly later absconded from duty but continued receiving a government salary.
According to the Inspectorate, her absence was initially concealed by Turyagyenda, who was headteacher at the time, and later by Rwampororo after he took over the school’s leadership.
The alleged irregular salary payments continued from September 2015 to August 2024, when Kebirungi left public service.
The Inspectorate further alleges that the two headteachers authorised payments of allowances from school fees collected from students and parents while treating Kebirungi as though she was still reporting for duty.
In 2023, Kebirungi reportedly applied for early retirement. The Inspectorate alleges that Rwampororo forwarded the application despite her being ineligible because she had already absconded from duty.
She retired in 2024 and allegedly received terminal benefits, including gratuity and monthly pension payments.
The Inspectorate said investigations established that Kebirungi had received a total of Shs110,877,900 in irregular earnings by February 6, 2026. She faces an additional charge of uttering a false university admission letter.
Turyagyenda and Rwampororo are facing allegations of causing financial loss to government and abuse of office, while Kebirungi faces the financial loss and forgery related allegations.
The case will now move to the Anti Corruption Court, where the prosecution will be required to present its evidence against the three accused persons.
