STATE HOUSE, Uganda — President Yoweri Museveni has proposed his son, Chief of Defence Forces Gen. Muhoozi Kainerugaba, as a possible successor during a meeting of the National Resistance Movement’s Central Executive Committee at State House Entebbe.
The proposal was made during an NRM CEC meeting on Tuesday, October 27, where political succession was listed as the first item on a six point agenda presented to members.
According to ChimpReports, Museveni presented a succession discussion paper to the party’s top leadership organ and argued for Muhoozi’s credentials, including his military record and his role in addressing what he described as weaknesses in government service delivery.
The proposal reportedly received support from NRM Vice Chairperson for Buganda Haruna Kasolo and NRM Electoral Commission Chairman Dr Tanga Odoi.
However, Hadijah Namyalo, head of the NRM Chairperson’s Office, reportedly raised concerns during the discussion. She questioned the removal of her security guards, saying she felt insecure following the decision.
Museveni reportedly told the meeting that the issue could be handled separately.
The President also addressed criticism surrounding Muhoozi’s posts on social media. According to the report, Museveni said he had no problem with his son’s posts and described Muhoozi as a patriot, Pan Africanist and anti corruption campaigner.
Former Speaker of Parliament Anita Among attended the meeting but, according to the report, did not comment on the succession proposal. Among served as Speaker from March 2022 until May 2026. She later withdrew from the race for Speaker of the 12th Parliament, paving the way for Jacob Marksons Oboth Oboth to become Speaker.
The meeting also discussed the economy, regional integration, strengthening the army, construction of an NRM headquarters and measures to support party leaders at district level.
Museveni reportedly told CEC members that the wishes of the majority would prevail and asked them to keep the discussions confidential.
The development comes amid growing efforts by Muhoozi’s supporters to position him for the 2031 presidential election.
Kasambya County MP Daudi Kabanda, who serves as executive secretary in the office of the National Chairman of the Patriotic League of Uganda, said on Tuesday that Museveni had endorsed Muhoozi during the CEC meeting.
Kabanda did not provide details about the nature of the endorsement or say whether it amounted to a formal decision by the NRM to adopt Muhoozi as its presidential candidate.
Muhoozi’s supporters have in recent months intensified mobilisation around his possible presidential bid, including efforts to gather public endorsements.
The latest CEC discussion gives the succession question greater prominence within the NRM leadership. However, the available reports do not show that Muhoozi has formally been selected as the party’s presidential flag bearer for 2031.
The NRM will ultimately have to follow its internal processes in determining its presidential candidate.
